With five weeks until the upper house elections, Prime Minister Ishiba Shigeru has regained lost ground and, more importantly, arrested the momentum of the opposition parties. The ruling coalition appears increasingly poised to retain its control of the House of Councillors, enabling Ishiba to stay in power.
